First the size requirements for a city have varied throughout history.
Same buildings, different areas of the map. Not to mention that Falkreath, Dawnstar, Morthal and Winterhold are copy/paste jobs. The major cities like Solitude, Whiterun, Markarth, Riften and Windhelm BARELY count as cities just from the size of them. Yes, due to the Great Collapse, but even if that never occurred, you can tell Winterhold would've been about as big as Falkreath. Falkreath is hardly any bigger than Riverwood or Ivarstead and Winterhold is literally smaller than Riverwood and Ivarstead.
